Victoria E. Mendoza was appointed as an immigration judge to begin hearing cases in June 2026. Judge Mendoza earned a Bachelor of Business Administration in 2013 from the University of Texas at Austin and a Juris Doctor in 2016 from Thurgood Marshall School of Law. From October 2025 to May 2026, she served as served as an assistant chief counsel with the Office of the Principal Legal Advisor, U.S. Immigration and Customs Enforcement, Department of Homeland Security, in Houston. From January 2024 to October 2025, she served as an administrative law judge for the State of Texas. From November 2020 to December 2023, she was in private practice in Houston. From March 2020 to November 2020, she served as a staff attorney for the Texas Department of Public Safety. From May 2017 to March 2020, she served as an assistant district attorney in Cameron County, Texas. From November 2016 to May 2017, she was in private practice in Harlingen. Judge Mendoza is a member of the State Bar of Texas.

Education: Judge Mendoza earned a Bachelor of Business Administration in 2013 from the University of Texas at Austin and a Juris Doctor in 2016 from Thurgood Marshall School of Law.
