Judge Winder earned a Bachelor of Science in 1997 from the University of North Carolina at Chapel Hill and a Juris Doctorate in 2000 from Campbell University, Norman Adrian Wiggins School of Law. From 2007 to 2025, she served as a judge advocate general (JAG) with the U.S. Air Force Reserves at various locations. From 2011 to 2012 , she served as a staff attorney with the Office of General Counsel, Naval Facilities Engineering Systems Command Northwest, Bangor, Washington. From 2007 to 2011, she served as a staff attorney, Assistant Chief Counsel, U.S. Customs and Border Protection in Tucson, Arizona. From 2003 to 2007, she served as a JA G with the U.S. Air Force at various locations. Judge Winder is a member of the Florida Bar, North Carolina Bar, and Washington State Bar.
