Official biography

Terexa Fan was appointed as an immigration judge to begin hearing cases in May 2026. Judge Fan earned a Bachelor of Arts in 1998 from the University of California, Irvine, and a Juris Doctor in 2002 from Loyola Law School, Los Angeles. From February 2024 to May 2026, she was an assistant general counsel with the Defense Health Agency at Naval Hospital Camp Pendleton, California. From August 2023 to January 2024, she was a remote claims attorney with the U.S. Navy in Washington D.C. From October 2017 to August 2023, she was an assistant inspector general with the Navy Region Southwest at Naval Weapons Station Seal Beach, California. During this time, from May 2018 to December 2018, she also served as a special assistant U.S. attorney for the U.S. Attorney's Office Southern District of California. From 2011 to 2024, she served as a judge advocate with the U.S. Navy Reserve, and from 2003 to 2011, she served on active duty as a judge advocate with U.S. Navy. Judge Fan is a member of the State Bar of California and Southern District of California.

Education: Judge Fan earned a Bachelor of Arts in 1998 from the University of California, Irvine, and a Juris Doctor in 2002 from Loyola Law School, Los Angeles.
