Official biography
Stephen F. Keane was appointed as an immigration judge to begin hearing cases in February 2026. Judge Keane earned a Bachelor of Arts in 1994 from the University of Arizona, a Juris Doctor in 2002 from William and Mary Law School, and a Master of Laws in 2006 from the U.S. Army Judge Advocate General Legal Center and School. From April 2025 to January 2026, he served as the director of security and emergency services and assistant chief of staff for Marine Corps Installations West. From January 2025 to April 2025, he served as a national security attorney for the U.S. Army. From November 2022 to January 2025, he served as a supervisory veterans law judge at the Board of Veterans' Appeals. From 1994 to 2022, he served on active duty with the U.S. Marine Corps, first as an infantry officer and later as a judge advocate. In 2022, he retired as the chief circuit judge for the Western Judicial Circuit Navy-Marine Corps Court Trial Judiciary. Judge Keane is a member of the Virginia State Bar.
