Mark Carter was appointed as a temporary immigration judge to begin hearing cases in February 2026. Judge Carter earned a Bachelor's in 1996 from William Carey College and a Juris Doctor in 2001 from the University of Mississippi. From 2014 to 2026, he served as a prosecutor in Hancock County, Mississippi. From 2002 to 2025, he served as a judge advocate in the U.S. Army and in the Mississippi Army National Guard at various locations including Camp Shelby, Iraq, Kuwait, and Kosovo. H e continues to serve in the Army National Guard, where he holds the rank of colonel. Judge Carter is a member of the Mississippi Bar.

Education: Judge Carter earned a Bachelor's in 1996 from William Carey College and a Juris Doctor in 2001 from the University of Mississippi.

Bar admission: Judge Carter is a member of the Mississippi Bar.
