Judge Chapman earned a Bachelor of Science in 1979 from Arkansas Tech University and a Juris Doctor in 1986 from the University of North Carolina at Chapel Hill School of Law. From 2008 to 2020, Judge Chapman was an immigration judge at the Orlando Immigration Court until his retirement.
