Kathryn E. Frames was appointed as an immigration judge to begin hearing cases in May 2026. Judge Frames earned a Bachelor of Arts in 2012 from Union College (Schenectady, New York), and a Juris Doctor in 2015 from Vermont Law School. From September of 2017 to April 2026, she served as an assistant chief counsel with the Office of the Principal Legal Advisor, U.S. Immigration and Customs Enforcement, Department of Homeland Security, in Cleveland (2020- 2026) and Adelanto, California (2017- 2020). During that time, she specialized in immigration matters relating to human rights violators, worksite enforcement, and mental competency. From September 2015 to September 2017, she served as attorney advisor at the Adelanto Immigration Court entering on duty through the Attorney General's Honors Program. Judge Frames is a member of the State Bar of Arizona.
Education: Judge Frames earned a Bachelor of Arts in 2012 from Union College (Schenectady, New York), and a Juris Doctor in 2015 from Vermont Law School.
