Jennifer C. Whitko was appointed as a temporary immigration judge to begin hearing cases in February 2026. Judge Whitko earned a Bachelor of Arts in 1994 from Tulane University, a Juris Doctor in 1997 from California Western School of Law, San Diego, a Master of Arts in 1999 from the University of Arizona, Tucson, and a Master of Business Administration in 2009 from Regis University, Denver. From 2023 to November 2025, she was an associate general counsel for Coherent Corp. From 2020 to 2022, she was the senior legal counsel and vice president of ethics and trade compliance for FlightSafety International, a Berkshire Hathaway Company. From 2017 to 2020, she was an associate general counsel for UnitedHealthcare. From 2014 to 2017, she was the director of contract management and operations for Catholic Health Initiatives. From 2010 to 2014, she was the general counsel and director of compliance for CNIC Health Solutions. From 2005 to 2010, she was a contract analyst, project manager, and network operations and benefits manager for Kaiser Permanente. Since 1999, Judge Whitko has served in the U.S. Air Force Judge Advocate General Corps and holds the rank of colonel. Judge Whitko is a member of the State Bar of California.
