Judge Monaco earned a Bachelor of Arts in 2001 from The Richard Stockton College of New Jersey and a Juris Doctor in 2004 from Roger Williams University School of Law. From September 2005 to April 2026, he was in private practice, most recently as a partner at a mid- sized law firm in Newark, New Jersey. Judge Monaco also serves as a captain in the U.S. Army Reserve Judge Advocate General's Corps, where he is the international law officer for a civil affairs battalion. Judge Monaco is a member of the New Jersey State Bar.
