Official biography

James R. Holden was appointed as a temporary immigration judge to begin hearing cases in October 2025. Judge Holden earned a Bachelor of Arts in 1997 from Indiana University, a Juris Doctorate in 2001 from the Indiana University Robert H. McKinney School of Law, and a Master of Strategic Studies in 2023 from the U.S. Army War College. From 2018 to 2025, he served as an administrative judge for the Department of Agriculture in Indianapolis. From 2014 and 2017, he served on active duty as a judge advocate for the U.S. Army in various locations. From 2007 to 2014, he served as chief deputy and general counsel in the Office of the Indiana State Treasurer, Indianapolis. Judge Holden was commissioned as a judge advocate in the U.S. Army Reserve in 2004. He transferred to the Indiana Army National Guard in 2013 where he currently holds the rank of lieutenant colonel. Judge Holden is a member of the Indiana State Bar.

Education: Judge Holden earned a Bachelor of Arts in 1997 from Indiana University, a Juris Doctorate in 2001 from the Indiana University Robert H.

Bar admission: Judge Holden is a member of the Indiana State Bar.
