Lucky Narain was appointed as a temporary immigration judge to begin hearing cases in February 2026. Judge Narain earned a Bachelor of Arts in 1999 from Christopher Newport University, a Master of Science in Public Policy and Management in 2004 from Carnegie Mellon University, and a Juris Doctor in 2009 from Fordham Law School. In 2025, he served as an assistant district attorney for the state of North Carolina. From 2022 to 2025, Judge Narain served as a general counsel for the U.S. Army in Iraq, Jordan, Kuwait, Qatar, Saudi Arabia, and Syria, advising on international jurisdictional matters and regulatory compliance. From 2019 to 2022, he was in private practice as a principal at Narain Legal PLLC and of counsel at Bartko Pavia in San Francisco focusing on immigration, civil litigation and complex regulatory proceedings. From 2012 to 2017, he served as a judge advocate for the U.S. Army. From 2009 to 2012, he served as a tax consultant at Deloitte LLP in New York. From 2001 to 2003, he served as a Peace Corps volunteer in the Dominican Republic. Judge Narain holds the rank of lieutenant colonel in the U.S. Army Reserve.
