Devin A. Winklosky was appointed as an immigration judge to begin hearing cases in May 2026. Judge Winklosky earned a Bachelor of Science in 1993 from the U.S. Naval Academy, a Juris Doctor in 2000 from the University of Pittsburgh School of Law, and a Master of Laws in 2005 from the Judge Advocate General's Legal Center and School. From April 2025 to April 2026, he served as counsel at Nelson Mullins Riley & Scarborough in Pittsburgh, where he handled complex civil litigation and regulatory matters in arbitrations and state and federal courts. From November 2020 to April 2025, he served as an administrative judge with the National Appeals Division, U.S. Department of Agriculture, presiding over administrative hearings across 22 states.
