Jesus Juan Ybarra was appointed as an i mmigration judge to begin hearing cases in October 2025. Judge Ybarra earned a Bachelor of Arts in 2005 from the University of Texas at Austin, a Master of Arts in 2007 from the University of Texas at San Antonio, and a Juris Doctor in 2014 from the University of Texas School of Law. In 2025, he served as an assistant chief counsel with the Office of the Principal Legal Advisor (OPLA), U.S. Immigration and Customs Enforcement (ICE), Department of Homeland Security (DHS), in Laredo, Texas. From December 2024 to February 2025, he was an immigration judge assigned to the Laredo Immigration Court. From 2018 to 2024, he served as an assistant chief counsel with OPLA, ICE , DHS, in Pearsall, Texas. From 2015 to 2018, he served as a general attorney at the Office of the Chief Counsel, U.S. Customs and Border Protection, DHS, in Laredo, Texas. From 2014 to 2015, he was as an attorney advisor at the San Antonio Immigration Court entering on duty through the Attorney General's Honors Program. From 1997 to 2003, he served on active duty in the U.S. Army as a UH-60 Black Hawk helicopter crew chief and flight instructor (Air Medal), with the 3rd Infantry Division at Hunter Army Airfield, Georgia. Judge Ybarra is a member of the State Bar of Texas.

Education: Judge Ybarra earned a Bachelor of Arts in 2005 from the University of Texas at Austin, a Master of Arts in 2007 from the University of Texas at San Antonio, and a Juris Doctor in 2014 from the University of Texas School of Law.

Bar admission: Judge Ybarra is a member of the State Bar of Texas.
