Kathleen E. Byrne was appointed as an immigration judge to begin hearing cases in June 2026. Judge Byrne earned a Bachelor of Science in 1996 from the University of Maryland University College and a Juris Doctor in 1999 from the University of Maryland School of Law. From November 2025 to May 2026, she served as an assistant chief counsel with the Office of the Principal Legal Advisor, U.S. Immigration and Customs Enforcement, Department of Homeland Security, in Jacksonville, Florida. From August 2022 to November 2025, she served as a hearing examiner with the Office of Zoning and Administrative Hearings (OZAH) for Montgomery County, Maryland, and from May 2024 to November 2025, she also served as the director of OZAH. From April 2011 to July 2022, she served first as deputy assistant commissioner and then assistant commissioner for the Code Enforcement Legal Section with the Department of Housing and Community Development for the City of Baltimore, and from January 2021 to July 2022, she also served as the acting executive director with Board of Zoning and Municipal Appeals for the City of Baltimore. From June 2010 to April 2011, she served as the executive director of the U.S. Green Building Council, Maryland Chapter, in Baltimore. From October 2006 to June 2010, she was an associate with Hyatt and Weber PA and the Arthur Law Group LLC in Annapolis, Maryland. From November 2000 to September 2006, she was an attorney with Anne Arundel County, Maryland, the City of Baltimore, and the Department of the Army in Fort Meade, Maryland. From August 1999 through May 2000, she clerked for the Honorable James J. Lombardi in the Circuit Court for Prince George's County, Maryland. Judge Byrne is a member of the Maryland State Bar Association.
