Ellaine Loreto Goss was appointed as an immigration judge to begin hearing cases in June 2026. Judge Goss earned a Bachelor of Arts in 1999 from the University of California, Los Angeles, and a Juris Doctor in 2005 from Chapman University Fowler School of Law. From July 2024 to May 2026, she served as an assistant chief counsel with the Office of the Principal Legal Advisor, U.S. Immigration and Customs Enforcement, Department of Homeland Security (DHS), in Santa Ana, California. During this time, from February to May 2026, she served on a detail as a special assistant U.S. attorney with the U.S. Attorney's Office in Santa Ana. From December 2021 to July 2024, she was with the Los Angeles Asylum Office, U.S. Citizenship and Immigration Services (USCIS), DHS, serving in the following roles: acting supervisory asylum officer (September 2023- July 2024); and asylum officer (December 2021- September 2023). From January 2019 to December 2021, she served as an immigration services officer for the California Service Center, USCIS, DHS, in Laguna Niguel. From August 2009 to December 2018, she was the owner and managing attorney of the Law Offices of Ellaine Loreto PC in Orange, California. From April 2008 to September 2009, she was an attorney and managing partner at Loreto & Medina LLP in Orange, California. From February 2008 to April 2008, she was owner and managing attorney for Vita Nova LLP, in Orange, California. She concurrently worked as a contract attorney for various firms in Southern California, including Rawa Law Group APC, Mehr & Associates, and the Public Law Center. From June 2007 to February 2008, she was associate employment law counsel for Mehr & Alvandi PLC, in Irvine, California. From August 2006 to November 2006, she was an associate immigration attorney for Law Offices of Linda Lau, in Los Angeles. From December 2005 to August 2006, she was an associate immigration attorney for Law Offices of Gali Koren PLC, in Anaheim, California. Judge Goss is a member of the State Bar of California.
