Devin A. Winklosky was appointed as an immigration judge to begin hearing cases in May 2026. Judge Winklosky earned a Bachelor of Science in 1993 from the U.S. Naval Academy, a Juris Doctor in 2000 from the University of Pittsburgh School of Law, and a Master of Laws in 2005 from the Judge Advocate General's Legal Center and School. From April 2025 to April 2026, he served as counsel at Nelson Mullins Riley & Scarborough in Pittsburgh, where he handled complex civil litigation and regulatory matters in arbitrations and state and federal courts. From November 2020 to April 2025, he served as an administrative judge with the National Appeals Division, U.S. Department of Agriculture, presiding over administrative hearings across 22 states. From August 2018 to November 2020, he served as of counsel at Porter Wright Morris & Arthur in Pittsburgh, where he litigated complex commercial and regulatory matters. From August 2014 to October 2018, he served as a litigation attorney at Jones Day in Pittsburgh, handling complex litigation, regulatory enforcement matters, and multi‑ district proceedings. From May 1993 to October 2014, Judge Winklosky served on active duty in the U.S. Marine Corps, retiring at the rank of lieutenant colonel. From 2011 to 2014, he served as professor of law and vice‑ chair of the Criminal Law Department at the Judge Advocate General's Legal Center and School in Charlottesville, Virginia.
