Roman Marian Chaban was appointed as an immigration judge to begin hearing cases in October 2025. Judge Chaban earned a Bachelor of Arts in 1998 from the University of Notre Dame, a Juris Doctor in 2002 from Villanova University School of Law, and a Master of Laws, with distinction, in 2005 from the Georgetown University Law Center. From 2020 to 2025, he served in various roles at EOIR including: senior counsel, then acting deputy director, Office of the Director (2025); counsel to the assistant director, Office of Policy (2023- 2025); senior counsel, Office of the Chief Immigration Judge (2021- 2023); and senior counsel to the EOIR director (2020- 2021). While assigned to the Office of Policy, he served on a detail at the War Crimes Accountability Team, Office of Human Rights and Special Prosecutions, Criminal Division, Department of Justice (DOJ), where he focused on war crimes in Ukraine. From 2019 to 2020, he served as a senior counsel to the principal legal advisor, Office of the Principal Legal Advisor (OPLA), U.S. Immigration and Customs Enforcement (ICE), Department of Homeland Security (DHS), in Washington, D.C. From 2017 to 2019, he served as an associate legal advisor at the National Security Law Section, OPLA, ICE, DHS, in Washington, D.C. From 2014 to 2017, he served as the associate director for the Office of Career and Professional Development at The Catholic University of America, Columbus School of Law. From 2007 to 2014, he served as a trial attorney with the Office of International Affairs, Criminal Division, DOJ, entering on duty through the Attorney General's Honors Program. From 2005 to 2006, he served as a law clerk for the Honorable Chief Judge James T. Giles of the Eastern District of Pennsylvania. From 2002 to 2004, he served as a law clerk for the Honorable Magistrate Judge Carol Sandra Moore Wells of the Eastern District of Pennsylvania. Judge Chaban is a member of the New York State Bar.
