Martin R. Celis was appointed as an immigration judge to begin hearing cases in June 2026. Judge Celis earned a Bachelor of Arts in 2005 from the University of Texas at El Paso and a Juris Doctor in 2009 from the University of Toledo College of Law. From August 2016 to May 2026, he served as an assistant chief counsel with the Office of the Principal Legal Advisor, U.S. Immigration and Customs Enforcement, Department of Homeland Security (DHS), in El Paso, Texas. From September 2014 to September 2016, he served as a paralegal specialist in Fines, Penalties and Forfeitures at U.S. Customs and Border Protection (CBP), DHS, in El Paso, Texas. From April 2012 to September 2014, he served as a customs and border protection officer at CBP, DHS, in El Paso, Texas. Judge Celis is a member of the State Bar of Texas.

Education: Judge Celis earned a Bachelor of Arts in 2005 from the University of Texas at El Paso and a Juris Doctor in 2009 from the University of Toledo College of Law.

Bar admission: Judge Celis is a member of the State Bar of Texas.
