Catherine G. Phillips was appointed as a temporary immigration judge to begin hearing cases in February 2026. Judge Phillips earned a Bachelor of Arts in 2009 from Louisiana State University and a Juris Doctorate in 2013 from Southern University Law Center in Baton Rouge, Louisiana. During 2025, while in private practice in Daphne, Alabama, she was called to active duty to serve as a special trial counsel to assist the newly formed Office of Special Trial Counsel in the prosecution of sexual assault and domestic violence cases. From 2014 to 2024, she served on active duty as a military justice litigation specialist, a special trial counsel, and she earned the Navy's Prosecutor of the Year award in 2022. From 2017 to 2024, she also served as a military defense counsel in Norfolk, Virginia, and Great Lakes, Illinois. Judge Phillips is a lieutenant commander in the U.S. Navy Reserves. Judge Phillips is a member of the District of Columbia Bar and Louisiana State Bar.
