Barbara L. Whelan was appointed as an immigration judge to begin hearing cases in June 2026. Judge Whelan earned a Bachelor of Arts in 1986 from Concordia College and a Juris Doctorate in 1990 from the University of Baltimore School of Law. From 2017 to April 2026, she served as a district court judge for the Northeast Judicial District of North Dakota, after serving as a state's attorney for Walsh County since 2006. From November 1990 to 2005, she was in private practice in Baltimore, Maryland (1990- 1992), and in Grafton, North Dakota (1994- 1999), and also served as a part-time state's attorney in Adams County, North Dakota (1993- 1994), and from 1995, as an assistant state's attorney for Walsh County, North Dakota. Beginning in 1999, she served as a full- time state's attorney for Pembina County, North Dakota. Judge Whelan is a member of the State Bar of North Dakota.

Education: Judge Whelan earned a Bachelor of Arts in 1986 from Concordia College and a Juris Doctorate in 1990 from the University of Baltimore School of Law.

Bar admission: Judge Whelan is a member of the State Bar of North Dakota.
